Site Visits

Such inspections of current application sites as may have been recommended by Officers and as may be approved by the Committee.

 

Members of the Committee should inform the Development Services Manager of any requests for site visits by 5.00 p.m. on the Tuesday immediately prior to the meeting (21st May 2019) and reasons for the request.

 

Members of the public should contact the Democratic Services Administrator either by email: committeeadministration@worcester.gov.uk or telephone: 01905 722085 on the day before Planning Committee so the Administrator can advise of the start of the meeting.

 

Site visits will be conducted in accordance with the procedure attached which forms part of the Council’s Good Practice Protocol for Members and Officers dealing with Planning Matters.

Public Participation

Up to a total of fifteen minutes can be allowed, each speaker being allocated a maximum of five minutes, for members of the public to present a petition, ask a question or comment on any matter on the Agenda or within the remit of the Committee in accordance with Committee Procedure Rule 10.

Public Representation

Members of the public will be allowed to address the Committee in respect of applications to be considered by the Committee in accordance with Committee Procedure Rule 11. Members of the public will address the Committee during the Committee’s consideration of the respective item.

The Deputy Director - Economic Development and Planning recommends that the Planning Committee are minded to grant planning permission, subject to  the applicant and all persons having an interest in the land entering into an agreement under Section 106 of the Town and Country Planning Act in accordance with the agreed Heads of Terms, and subject to the Deputy Director - Governance being satisfied with the nature of such an Agreement delegate to the Deputy Director - Economic Development and Planning approval to grant the necessary planning permission subject to the conditions set out in paragraph 10 of this report.

The Deputy Director – Economic Development and Planning recommends that the Planning Committee refuse planning permission for the following reason:

In the opinion of the Local Planning Authority the proposal would be contrary to the aforementioned policies by virtue of the introduction of a structure of excessive scale (six storeys) which fails to respond to local character or distinctiveness of building forms, heights, scale, design and materials within the conservation area. The proposed structure would rise well above the traditional scale of development in this part of the conservation area and, by virtue of its prominent location, would result in an over-dominant and discordant feature out of keeping with the surrounding area to the detriment of the setting of the conservation area as a designated heritage asset. The proposal fails to complement the character of the area by virtue of its excessive scale and fails to respond to the character of the local area.

The proposal is therefore considered to be contrary to South Worcestershire Development Plan policies 6, 21 and 24 and the guidance set down in National Planning Policy Framework paragraphs 200 and 130.”

The Deputy Director - Economic Development and Planning recommends that the Planning Committee refuse planning permission for the following reason:

“South Worcestershire Development Plan Policy 38 states that development of Green Space will not be permitted other than in exceptional circumstances. This is consistent with the requirement to plan positively for the creation, protection, enhancement and management of networks of biodiversity and green infrastructure set out in Paragraph 114 of the Framework.

In the opinion of the Local Planning Authority, the proposal would result in the erection of a dwelling house, along with associated driveway access, parking and turning, within an area designated Green Space. The proposed dwelling would be a prominent building within a sensitive, open location and would result in the loss of some Green Space to development and would amount to an intrusion of built form into an area of openness which would unacceptably harm the character and appearance of the surrounding area. Exceptional circumstances which would justify the loss of this area of Green Space have not been demonstrated and the proposal would thereby also be contrary to policy SWDP 38  of the South Worcestershire Development Plan the aims and interests that the National Planning Policy Framework seeks to protect and promote with regard to the protection, enhancement and management of networks of biodiversity and green infrastructure.”
